GCMS Prevention Framework

The prevention framework: a guide for action

The Global Commission has developed a comprehensive Prevention Framework to identify and mitigate the risks of modern slavery and human trafficking. This tool aims to:

  • Empower key actors: Support global, regional, national, and local stakeholders in taking proactive measures, especially in crisis contexts.
  • Identify gaps: Assist UN Member and Observer States in evaluating and strengthening their anti-slavery and anti-trafficking strategies.

We are committed to empowering stakeholders with the tools and knowledge necessary to prevent modern slavery and human trafficking. This Framework is a crucial step towards fulfilling our collective responsibility to protect the more than 50 million people currently trapped in modern slavery, those being trafficked, and those at risk.

The Prevention Framework was drafted by Professor Andrew Thompson CBE (Chair of the Global Commission's Civil Society Working Group and Professor of Global and Imperial History at Oxford University), Dr. Cesare Vagge (Postdoctoral Research Assistant at Oxford University), and Ms. Marly Tiburcio-Carneiro (Doctoral Student at Oxford University).
